Does anyone know what's the best way to display a 4:3 video on a screen with 16:9 templates?

Depending of the content.

Stretch the content:

Good: easy to do
Bad: deforming the content, problems with logos

Helicoid streching:

Good: easy to do
Bad: deforming in corners and last pixels of sides

Zooming/Cropping:

Good only if the information are in the center of the screen
Bad: picture quality

Dynamic Cropping:

Good: follow the action and message on the screen
Bad: very long to do as manual process only

On the top of that:

If you orginal contents are in very good quality and are done with squared pixels, you can transcode the pixels to rectangular ones and the picture will become 16:9

Great information.

I believe there are some digital signage players that use Firefox which supports the overlay function. I think with this overlay feature, you can basically make the video appear to look like a 16x9 video by overlaying areas at the top and bottom of the video.

overlaying is a bad solution as you extrapolate the pixels and then the quality is not here anymore.

What happens when a 4:3 template is output to a widescreen? Does it stretch it automatically, or will it show black lines on the sides?

only the screen itself can stretch the 4:3 content to 16:9.
Generally, CMS take the maximum in H or L so a 4:3 will stay 4:3 but taking a maximum space in H.

Stretching a content is not good in DS as you will stretch the logo of advertiser too and they will not pay you if you do that.
